The House Transportation and Infrastructure Committee has been working on legislation (H.R. 1915) to authorize increased resources for several water infrastructure funding programs, including the Clean Water State Revolving Fund. This bill is an important first step toward implementing President Biden’s American Jobs Plan. The committee introduced a slimmed down version of the bill back in March. They’re now working on a substitute amendment that includes some additional policy priorities such as the Green Project Reserve and a minimum requirement for funding to be distributed as grants instead of loans. The draft amendment is attached for those who haven’t seen it.
Please consider signing your organization onto the attached letter supporting the substitute amendment (and asking for a few improvements to enhance equity). Committee staff have told us they would appreciate support letters even from orgs that are already listed as endorsing the bill.
